Reach Out Effort Document(ation)

Dear all,
I’ve set up a MarkDown document as a starting point for our outreach efforts.

I gave the document some structure and drafted an e-mail template for outreach.
I’ve also started collecting contact info for HardwareX editors from several continents.
Please let me know what you think and/or add your ideas. I’ll keep working on this but will be on leave during the 2nd half of September.
