Dear Max,
My own expertise is very far removed from those of the IT/semantic and librarian experts in the WG who will be the people responsible for carrying out and perfecting the work described in the case statement, and I continue to wonder whether I should be a member. My sole purpose in joining the discussions at Dublin, apart from a personal interest in the principles of what you are seeking to do, is to ensure that night-sky brightness gets onto the blacklist of things to be monitored. To astronomers, as well as to others, that aspect of how we spend 1/3 or more of every day is pretty central, though it is often downplayed because (literally) it only happens when we're asleep. In the 34 INSPIRE themes I suppose night-sky pollution comes under "human health & safety", "environmental monitoring", and "atmospheric conditions", though I could comment that the daytime-related themes are fairly detailed so perhaps light pollution could be included explicitly?

in our revised case statement we put forward the following:
The WG will assess the feasibility of developing a dedicated urban data dictionary, leveraging existing thesauri and dictionaries such as the INSPIRE feature concept dictionary, the General Environmental Multilingual Thesaurus, EuroVOC, etc. and augmented by folksonomies derived from social networks data mining.
Clearly ISO 37120 will be a key point of reference for this work, but we are not sure whether there is an open registry con containing all the terms and definitions underpinning the global city indicators. If this is the case, then maybe we can use an instance of that registry to do the work outlined above. If not, maybe we can start from the core set of aligned vocabularies discussed in the attached proposal. A mixed approach is also possible.
