I intend to implement best practice as identified by this group on OGC services, and in a different project provide open source tools to manage and publish using these specifications.
I also draw the attention of the group to the W3C Data Exchange Working Group, where we are actively discussing "content negotiation by profile" - in other words delivering different formats and levels of detail when a vocabulary term is accessed by HTTP. IMHO this should be considered in design of APIs for vocabularies.
