RDA Ireland Meet The Expert: Dr. Conor O'Carroll - "Open Science and its future - a European perspective"

Open science hit the headlines (at least in the science policy world!) in 2015 when the then Commissioner for Research Carlos Moedas announced the policy of the 3O’s - Open Science, Open Innovation and Open to the World. This has led to intense policy development at EU level and the point where open access to publications and data is now mandatory in Horizon 2020 programme. Separately, Plan S has revolutionised the approach to access to publications and data and has put severe pressure on publishers. The EC is fully behind this and will implement in the next Framework Programme, Horizon Europe. In parallel, European Research and Innovation policy (European Research Area) is under a renewal process led by the new Commissioner Mariya Gabriel. This talk explores how open science will be embedded in new European Research and Innovation policy and its impact on universities and other research performers across Europe.

The talk was moderated by Dr. Natalie Harrower, Director of the Digital Repository of Ireland. 

Dr. Conor O'Carroll is an independent consultant on Research and Higher Education policy and funding with extensive experience of working with the Irish higher education sector, European and national research funding agencies, government departments and industry. He has been involved in policy formulation at various levels, having worked in the European Commission’s DG Research and with the Irish science policy advisory agency Forfás. He has practical understanding of the operations of funding agencies through his time with the Marie Sklodowska Curie Programme, Enterprise Ireland and Science Foundation Ireland. He has been a long-time researcher in national and European Science, R&D, Higher Education and Researcher Mobility policy and is an accomplished commentator on R&D and higher education policy and funding.
