[ANN] Charter ready for review

All,
I am pleased to announce that we have a reasonably advanced final draft of
the IG Charter.

It is time for thorough review and we have a reasonable margin until Friday
December 22 to get it into its final form. The Charter is due December 28
together with the session proposal for the next plenary in Berlin.
The current version can be improved along various aspects, e.g. the current
bias toward Europe and its infrastructures as well as toward the two use
cases this IG has collected so far. I think there is still time to bring in
some balance.
Everyone, please add your name, email and title to the Section "Potential
Group Members" at the end of the document.
Thanks everyone for your contributions and for getting us this far, in
particular Alex and Jacco for their considerable help in writing and use
case descriptions, as well as all regulars on conference calls.
